Local Government.

KJ Planning works with government agencies and local Councils on a wide range of support areas, from bulk management of DA assessments to handle overflow to advising on matters with substantial commercial, economic, community and / or environmental impacts.

There are times when local Councils and other consent authorities require assistance with the assessment of Development Applications, particularly when there is risk of conflict of interest (such as when the Council itself is a landowner). Having spent nearly ten years undertaking these sorts of roles within local Councils and five years in State Government, Kim is able to deliver timely, expert and impartial advice on Development Applications.

She is confident in dealing with Development Application assessments with potential political or environmental sensitivity (including assessment of State Significant Developments under Part 4 of the Environmental Planning and Assessment Act 1979).

In matters under dispute, Kim is available as an Expert Witness with many appearances in the Land and Environment Court of NSW as well as supporting work in legal processes, including preparation of Statement of Basic Facts and Contentions and Statement of Evidence.

More broadly, Kim is able to provide consultancy services to local councils and state government agencies in relation to overarching town planning strategies (including rezoning) and efficient management of large volumes of development application assessments.Kim has attended and addressed numerous Sydney and Regional Planning Panel meetings as well as meetings of the Independent Planning Commission for government clients.

Developer and Applicant Support.

The NSW planning system can be complex. Navigating the multitude of planning instruments and legislation applying to any one site or project, KJ Planning has specific expertise in interpreting policies and regulations for clients, including State Environmental Planning Policies (SEPPs), Local Environmental Plans (LEPs) and Development Control Plans (DCPs).

KJ Planning can provide statutory planning advice for a site or specific project, which includes identifying the controls applicable to the site and project. Support can be provided through to preparation of a detailed development application for simple and complex development proposals and management of other matters as they arise during the approvals process.

KJ Planning has decades of experience working with all levels of government, and can ensure efficient consideration of your development proposal while avoiding the costly pitfalls in land use, development capability, master plans and approval processes.

Kim Johnston also has many years’ experience as an Expert Witness should the matter come before the Land and Environment Court of NSW.
